Srinagar : Government on Thursday formed a Coordination Committee for implementation and monitoring of Sustainable Alternative Towards Affordable Transportation (SATAT) in Jammu and Kashmir.
The SATAT Scheme is an initiative by the government of India with the objective of setting up Compressed Biogas production plants, and make it available for market use for automotives
Headed by Chief Secretary, 11-members committee comprises of Administrative Secretaries of Agriculture Production Department, Housing and Urban Development Department, PWYR&B Department, Power Development Department, Forest, Ecology and Environment Department, Science & Technology Department, Rural Development Department, Cooperatives Department, Transport Department and representative of Indian Oil Corporation Ltd.
The committee has been asked to prepare UT level action plan for SATAT covering plant locations, assessing feedstock availability and Compressed Biogas (CBG) potential and off-take plan.
It has been also tasked with Creation of UT level ecosystem for setting up and associated activities of Compressed Biogas (CBG) projects and Coordination among various stakeholders of SATAT initiative and to implement single window clearance for CBG projects/expediting clearances at central and UT level agencies for establishing CBG projects.
Its terms of reference also include financing of CBG projects, coordination and support as well as bench marking of technology and cost of CBG projects and empanelment of institutions/ technology providers.
It has been also tasked with to create synergy with CGD (City Gas Distribution) entities for marketing of CBG; To create enabling mechanism for establishing biomass/organic waste supply chain for ensuring sustainable supply of biomass/ organic waste for CBG projects; To create ecosystem for marketing of FOM (Fermented Organic Manure) and liquid FOM; To provide a platform for stakeholders to discuss issues related to CBG projects and To propose fiscal incentives and initiative for CBG plants.
