GANDERBAL, APR 03: Following the death of 22 year old Gowhar Ahmad Rather of Kangan, District Magistrate Ganderbal has called for an inquiry into the circumstantial conditions leading to such incident.
The order issued by the district Magistrate reads, “Whereas it has been reported that minor clashes erupted during the general Bandh call in Kangan market area on 2nd of April 2018. Whereas chief medical officer Ganderbal reported that one person namely Mr Gowher Ahmad Rather son of Abdul Rehman Rather, resident of Kangan area brought to trauma Hospital Kangan at about 6; 25 pm with head injury who was further referred SKIMS Soura Srinagar after possible first aid. As per local reports the boy got injured allegedly following the police action while dispersing the agitating youth on 2nd April 2018”.
The order further read, “Whereas said person namely Mr Gowher Ahmad rather has expired today on 3rd April 2018 at SKIMS Soura Srinagar. Whereas it is imperative to ascertain the cause of death besides other circumstantial conditions leading to such incident in order to serve justice in the matter”.
The District Magistrate according to the order said in view of circumstances a magisterial inquiry to be conducted by additional district Magistrate Ganderbal Syed Shahnawaz Bukhari. “It is here by ordered the inquiry officer shall submit a detailed inquiry report as per the honorable supreme court and NHRC guidelines on the subject within 20 days of the issuance of this order”, the order reads.
